Chipmakers Warn AI Supply Remains Tight Into 2027 as Power, Not Wafers, Becomes the Binding Constraint

Leading foundries and advanced-packaging suppliers say AI accelerator demand still outruns supply into 2027, but grid connection delays and electricity prices — not wafer starts — are increasingly the bottleneck on delivery timelines.

The semiconductor industry's message this earnings season has been consistent: demand for AI accelerators is not the question. Delivery timelines are. At TSMC's quarterly call, management said advanced packaging capacity for high-bandwidth memory integration remains sold out through 2027, and that CoWoS expansion plans were unchanged from the summer — a notable statement in a quarter of downgrades elsewhere in tech.

What has changed is the composition of the constraint. In 2024 and 2025 the bottleneck was advanced packaging and high-bandwidth memory. Today, foundry executives describe power availability at customer data-center sites as the factor that determines whether chips are actually installed and generating revenue — a shift echoed by hyperscaler commentary earlier this week on electricity prices and grid queues.

"You can build the wafer. You cannot build the substation overnight," said Hiroshi Nakamura, semiconductor analyst at Sakura Markets Research. "The industry has spent two years de-bottlenecking lithography and packaging. The new queue is at the utility, and that queue is measured in years, not quarters."

Capital expenditure reflects the tension. Leading foundries are holding 2026 capex roughly flat while accelerating investment in advanced packaging and test. Memory makers have been more aggressive, with high-bandwidth memory capacity expansion running ahead of general DRAM — a divergence that shows up in the price spread between the two categories.

Geopolitics remains a background risk. Export-control adjustments affecting high-end accelerators to China have reshuffled order books toward other Asian and Middle Eastern buyers, and several large fabless designers have explicitly diversified their foundry relationships as a hedge against policy shocks.

For equity investors, the message from the supply chain is more nuanced than the AI trade's headline suggests. Capacity tightness supports pricing and margins at the top of the stack — foundries, HBM suppliers, advanced packagers — but power-constrained timelines cap the revenue ramp that underpins the sector's valuation multiples. The third quarter was the first in which both halves of that sentence appeared in the same set of earnings calls.
